This sounds like a race condition of some kind.
The error message is issued when the make_tempname() function fails to create a
temporary file. That function (in <binutils-sources>/binutils/bucomm.c)
creates the file using the C library function mkstemp(), if available, or
mktemp() otherwise. So presumably one of these functions is failing, and the
likely problem is a collision in the "random" name generation they use.
I am not sure what to suggest as a solution. You might try adding code to
make_tempname() so that if the first attempt fails, the code backs off and
tries again a little bit later.
