make test failed on HP-UX 10.20

HP-UX 10.20
gcc-3.0.3

"make test" output:

Now, failed tests will be executed again, verbosely, and logged
in the file testsuite.log.

Actually, this file doesn't exist in the default include path
/usr/include, but is only to be found in /usr/include/isc/error.h, the
BIND9 includes!
