Thanks for your interest.  Your best bet is to start with CVS Bison,
which you can get from <http://savannah.gnu.org/projects/bison> using
the instructions in <http://savannah.gnu.org/cvs/?group=bison>.

Ideally you would need to add just one source file (data/ndr.c, say),
modify the documentation in doc/bison.texinfo.  We're not quite to
that stage in development yet, so you'll have to change a few more
files (but hopefully in small ways).  For more info about what to
change, look for for "GLR" and/or "glr" in the source code and

You'll also need to sign some papers assigning copyright to the FSF,
if you want your parsor to be included in the FSF distribution.  These
need to be signed by everybody who contributed to the NDR code and
documentation.  I can send you more info about that if you want to
pursue this.
