If you're already hacking on configure, can't you just insert arbitrary
code before this line?

  cat $tmp/in >>$tmp/config.h

E.g., do this instead:

  echo '#define MACRO1 value1' >>$tmp/config.h
  echo '#define MACRO2 value2' >>$tmp/config.h
  cat $tmp/in >>$tmp/config.h

That way, we wouldn't have to worry about coupling configure.ac to the
Microsoft Windows ports.
