Sorry, I don't see any bug here.  atlocal.in doesn't specify -O0; it
specifies O0CFLAGS.  configure.ac run O0CFLAGS=`echo $CFLAGS | sed
's/-O[[0-9]] *//'`, and this asks GCC to use the default optimization
settings, which is what you're observing.
