cfengine 1.6.3: negated classes in resolve will be ignored

Hello all,

It seems there is some problem with negated classes in cfengine 1.6.3's
resolve:.  Negated classes will be ignored.  In others, e.g. copy:, this
works fine.

e.g. the following would edit /etc/resolv conf on 'some_hostname' too:

resolve:
  10_0_0.!some_hostname::
        10.0.0.1
        10.0.0.2

or even:

resolve:
  !some_defined_class:
        10.0.0.1
        10.0.0.2

Anyone else see this?
