Testing and RFC for cfengine crypto

The new encryption/authenticatiion code is done, and I'm looking for
comments from a few people willing to test it out. Your opinions
about how to handle compatibility with older versions are of interest,
e.g. deployment strategies.

Some notes on this are provided on the developer's forum on the
webpage, along with a link to download a18.

Be careful deploying. Don't mix it onto any production systems yet.
