shift/reduce conflicts

I apologize to those who have noticed this problem in 2.0.8.
I have simply overlooked this before.

This is a non-serious error that can be ignored. A fix is provided
in the cfengine-2.1.0a13 source at ftp.iu.hio.no. There is no
immediate need to resolve this since the default behaviour of the
conflicts gives correct behaviour. However, there was a grammatical
mistake in cfparse.y that has now been corrected.
