bug with action=touch on Mac OS X machines

Hi,
  I have the following:

files:
  Prepare::
    $(StatusDirectory)/$(host)          m=0644  o=root  g=bin   action=touch


This works fine on Solaris and Linux, but doesn't update the timestamp on
the file under MacOS X.  I've attached a quick patch (against 2.1.0p1) that
seems to work, although I didn't look at it too hard, so it may not be the
correct  way to fix it. :-)
