CVS has a directory entitled CVSROOT, with a number of config files in
it. These provide a number of hooks where you can specify a
script/action to be taken on changes to the repository. Other projects
such as openldap or openbsd use this run a mailing list which has each 
commit mailed to it. Subversion will likely support a similar setup.
