[Bug swing/23534] New: JScrollPane ignores slider mouse clicks

JScrollPane ignores slider mouse-clicks. At the moment, JScrollPane only
reacts to mouse-dragging of the slider thumbs, but mouse-clicks on the
little arrows (LINE_INCREMENT) and the region between thumb and arrow
(PAGE_INCREMENT) are ignored.
