There was some disagreement between me and Raif about this. I thought we should
use the public factory methods like you say; he disagreed. He's writing
`jarsigner,' so it's up to him to use that style.

We don't have any kind of policy on this right now; I'd *PREFER* it if
contributors used the java.security and javax.crypto API in favor of private
APIs whenever possible.

It may indeed be worth discussing if this should be Classpath's policy, though.
