[Bug classpath/28933] New: compile fails if mozilla plugin libraries not available

With default configuration options (which includes building gcjwebplugin),
compile  of Classpath HEAD fails if mozilla plugin headers / libraries are not
available:

./../native/plugin/gcjwebplugin.cc  -fPIC -DPIC -o
.libs/libgcjwebplugin_la-gcjwebplugin.o
../../../native/plugin/gcjwebplugin.cc:47:19: error: npapi.h: No such file or
directory
<snip>
make[2]: *** [libgcjwebplugin_la-gcjwebplugin.lo] Error 1

Configure step should either disable the plugin or error if the headers /
libraries are not found - not succeed to then have compile step fail with
errors.
