[Bug classpath/37082] New: gjdoc documentation only generated for man pages

This change adds generating a gjdoc man page, but nothing is added/included
into the generated .ps or .texinfo files. IMO this documentation should be
included/added into cp-tools.texinfo, so that the gjdoc docs are available in
the printed/texinfo docs as well.

seen with current classpath trunk.

        * configure.ac: Add support for Antlr. This is used for building gjdoc.
        Also generate tools/gjdoc wrapper with gjdoc.in.
        * doc/gjdoc.texi: New file.
        * doc/invoke.texi: New file.
        * doc/Makefile.am: Generate gjdoc documentation.
