I don't see why it's a big mistake. 1 month before October 31 is
"September 31". But there is no "September 31", so you've specified
an ambiguous day. September 30 and October 1 are both reasonable ways
to resolve the ambiguity.
It might be nice to change "date" to behave the way that you like, but
I don't see why the current behavior is a bug.
