Sounds like some startup script is doing it. Either go nuts with a 
search, or talk to your RedHat support representative. This is the 
coreutils development list, for topics pertaining to the development of 
coreutils. Tracking down a script that may or may not be using chmod to 
do something you don't want is completely off-topic.
