As soon as this thread started, I talked with Akim Demaille about this issue and
he said he already submitted a patch for this (quite a while ago). I'm working
with him on several projects and we're using his patched version of install-sh
to avoid unecessary builds due to make install overwritting files that didn't
change.

In case this patch was lost at some point, I can ask him to submit it again (I
don't think he reads these mailing lists anymore).
