Which version of core-utils are you using? I can't reproduce it here.
Could it be that there are whitespaces in the "blank" lines?
Example:
address@hidden:~> cat -b fooo
1
2 dfsdfs
address@hidden:~>
The line numbered with "1" looks blank but has one whitespace at the
beginning so it's not blank...
