Yes, it used to be a format string; however, does xgettext know this?
That is, the generated coreutils.pot file itself has #, c-format in it
(on my system, with stock xgettext 0.16.1 from Ubuntu 7.04). Does
xgettext just see the % and think "Oh, C format string"? If so, perhaps
the heuristic could be adjusted a bit...
