After reading the bug report, I was able to build coreutils by invoking make
like so (running configure as normal):
make LIB_SELINUX= SELINUX_CONTEXT_H=selinux/context.h
SELINUX_SELINUX_H=selinux/selinux.h
This tip just got me the rest of my week back. Many thanks!
