Feature Request: include sparse - Produce one or more sparse files from an input stream. - for repacking files and streams

I originally wrote this because I seemed to see a lack of any similar program 
on 3 different distributions I use.

Searching for a similar tool online I saw this email:

It seemed like a wonderful and simple way to refresh my programming skills; a 
nice simple goal, and a full mini-project.  I wrote code, added test-cases 
based on mini-tests I was doing on the command line, and even went a little bit 
beyond my original goals.

Thus, I submit my code and this request, please consider adding it to the 
coreutils package.

As I am unsure if this list allows large posts / attachments I shall instead
