No, the actual problem is in the test itself. There is no
such locale as LTP_1.UTF-8, so cpio tries to activate it, fails and
continues to operate in the current locale. If you create a working
locale LTP_1.UTF-8, or simply use any existing UTF-8 locale instead
of it (e.g. en_US.UTF-8), all tests pass fine.
