[Bug-cpio] Bug/patch tracker at savannah.gnu.org

Hi, looking at savannah page for GNU tar/cpio, it seems that
patch/bug submission is not watched by maintainers for some
time..  Could we expect that submission there is still valid
way how to propose patches upstream?  If not, it would be
nice to remove that option to not confuse people (at least
e.g. similarly like it is done for tar bugs - there is not
possible to submit new bugs, at least I think it is not
possible :)).
