[PATCH] build: update Gnulib and Paxutils submodules to latest

[PATCH] build: update Gnulib and Paxutils submodules to latest |

The following changes were needed to get a clean build
after updating gnulib and paxutils:
* .gitignore: Update to current modules. Add slashes.
* bootstrap: Sync from current Gnulib.
* bootstrap.conf: Make it like GNU Tar, except for when it
should differ. This mostly just moves code into hooks.
* gnulib.modules: Add closeout.
* lib/Makefile.am (noinst_HEADERS): Remove system-ioctl.h.
* src/copyin.c: Include ctype.h, for isupper.
* src/main.c (usage): Now extern.
* src/util.c (prepare_append): Check for read error, to
fix gcc warning about unused results.
