[Bug-cssc] [bug #33154] SCCS versions vary wrt ignored deltas

Follow-up Comment #1, bug #33154 (project cssc):

It seems to be a wrong guess that SCCS as found on Solaris does not support
ignored deltas, it does!

BTW: prs -d:DI: was changed by AT&T to be wrong around 1984.
The behavior sice then did not follow the documentation.
We wecided to go back to the documented behavior that is 
also required by POSIX.
