If this is really a server problem, please submit a sanity.sh test case duplicating this problem with a stock CVS server. Please see the "server" set of tests in sanity.sh for an example of how to send arbitrary protocol commands to the server.

If you find you are having trouble duplicating the protocol commands for this problem for sanity.sh, try setting the CVS_SERVER_LOG environment variable with a stock CVS. Please see the manual if you need further detail on the CVS_SERVER_LOG environment variable.
