If you have recent versions of Autoconf & Automake installed, just
change the version string in configure.in and run `autoreconf;
./configure --enable-maintainer-mode; make', and all the references in
the source (config.h, windows-NT/config.h, doc/cvs.pdf, etc...) should
be changed to the new version.

Otherwise, yeah, you'll need to change references in several locations
by hand.
