`cvs admin -nB384' would do it.

Flog... er, that is, re-train... the person who used the cvs admin command
inappropriately. ;-)

If you set up a group called cvsadmin, then only users who are members of
that group can issue the 'cvs admin' command.

Sounds like some serious re-training might be required.
