This email list "Bug-cvs@gnu.org" is definitely the right place to send.
I don't know about "someone in charge" but irrespective of who that may be
the email list is still right place.
Just in case you don't know, CVS 1.11.15 was announced today and is available
for download. Can you see if the issue is still present there?
