[bug-enscript] [Enscript] Proposed upgrade of the home page

Hello,

I am a member of the gnu.org French translation team [0], and also try
to update obsolete features in web pages to make future style
improvement easier. The Enscript home page [1] has the old kind of
translation list at the bottom of the page; I propose to upgrade it to
boilerplate 1.79 [2]. A diff is attached.
