[Bug-freedink] GNU FreeDink: new DFArc release

Hi,

There's a new DFArc 3.8 release, with notably a cool animation logo,
new translations, and a way for users to select and try game
translations.

Note that DFArc now requires wxWidgets 2.8 (no more 2.6 support).
