Thanks. Is the reason documented somewhere? I'm interesting in learning more about GNU i18n/l10n.
Don't know about the others, but I see no reason to call other encodings "a mess".
Is "unpredictable" a better word? Nowadays a lot of software refuses to work with non-Unicode documents
