The Cygwin failures are strange: Corinna said there were no failures.

The MinGW cross-build is not supposed to succeed, because the MinGW
port doesn't support building through the "./configure && make"
paradigm.  You must use the procedure described in README.pc, and in
particular use the Makefile and the replacement header files in the
pc/ subdirectory.
