Are you using the same Gawk binary on both systems, or is the Gawk
binary on Windows Server 2016 also new?  And where did you get the
Gawk binary? did you build it yourself, or downloaded from somewhere,
and if the latter, from which site?

Anyway, Gawk 3.1.6 is very old.  The latest version is v5.1.0.  Would
it be possible for you to upgrade to the latest version of Gawk?

If all of the above doesn't help, then at least knowing something
about the Gawk script you are using would be needed to say something
useful about the problem.
