[bug-gettext] gettext maintenance

Hi all,

I hope that Bruno will be able to find time again for gettext some day,
but at the moment I'll be taking care of it.  Currently I plan to
release 0.18.2 from the current git master, since there has been no
release for almost two years.  The release should also include Stefano's
AC_PROG_MKDIR_P patch[1] needed for packages using gettext.

I've prepared a preliminary tarball here:
http://alpha.gnu.org/pub/gnu/gettext/gettext-0.18.2-rc1.tar.gz

The actual patches reside in 0.18.2 branch in the git.

I'd appreciate if you could check if it works; particularly if it builds
and installs.  Also, it would be good to start sorting out important
bugs/patches on the issue tracker and the mailing list for post-0.18.2
development.
