[bug-gettext] xgettext commadn does not edit the PO file header charset

Hello there,

I am trying to write 2 PO files using GNU xgettext utility and then merging using msgcat, however when I call the merge command I get an error because the charset value in the headers of my PO file are set to charset=CHARSET. Regardless of my encoding, when I call the executable using command prompt on windows no matter my input from “—from-code=UTF-8” or any other encoding I get the same header file with charset=CHARSET, which prompt msgcat to give this error: “present charset "CHARSET" is not a portable encoding name”

Is it possible to overcome this issue without manually having to change the header ourselves?
