Follow-up Comment #3, sr #109125 (project gettext):
I would suggest looking into how intltool-update does it
(https://bazaar.launchpad.net/~intltool/intltool/trunk/files). From my
translator point-of-view, it scan the sources for files with keywords (_,
ngettext, etc.) and writes a po/missing file listing the results. If a file is
not in po/POTFILES.in intentionally, then I can add it to po/POTFILES.skip,
and intltool-update -m ignores it.
