I already pass --enable-threads=windows to the gettext configure
command, but libgettextlib-0-20-1.dll still requires
libwinpthread-1.dll (imported function: clock_gettime).
Furthermore, xgettext.exe requires libstdc++-6.dll (imported
functions: __cxa_guard_acquire and __cxa_guard_release), and
libstdc++-6.dll requires libwinpthread-1.dll
