Follow-up Comment #1:
The command invoked by msgexec reads the translation from standard input.
This is documented in
https://www.gnu.org/software/gettext/manual/html_node/msgexec-Invocation.html
The translation is not passed through an environment variable, because there
are issues with non-ASCII characters in environment variable values on
Microsoft Windows (including Cygwin), and translations very frequently contain
non-ASCII characters.
