Well, what I said is that it is passed through file descriptor 0.
msgexec is meant to be useful for scripts that modify a translation in some
way. In the decades-long Unix practice, commands that do modifications take
their input on stdin and produce their output on stdout. The most well-known
examples are sed and awk.

It says in the very first paragraph: "The command can be any program that
reads a translation from standard input. It is invoked once for each
translation."
How would you like to see it formulated?
