Thanks for the report.

Fixed through a couple of commits in gnulib, and this one in gettext:

Note that '--enable-csharp=csc' is not supported. You need to use
'--enable-csharp=dotnet' (and make sure that 'dotnet.exe' and 'csc.exe' are
found in PATH).
