Follow-up Comment #2:

As far as I can see, the *.its files in an its/ subdirectory of an element of
$GETTEXTDATADIRS take priority over both the distro-provided *.its files
(typically in /usr/share/gettext/its/) and the ones provided by GNU gettext
(typically in /usr/share/gettext-VERSION/its/).

It's also documented now (see bug #64026).
