Follow-up Comment #2:
When I do a build with --enable-relocatable on Linux, do a "make install",
move the installation directory, and run
/tmp/inst-moved/bin/msginit -i /tmp/x.pot -o - -l zu
I see that the file po-default.css gets accessed and that the output is
colored.
So, the problem is not missing relocation, but the conversion from Cygwin to
Windows file names that is missing.
