[bug #66356] On Windows: msginit fails to run cldr-plurals if shared build

Follow-up Comment #1, bug #66356 (group gettext):


>  Windows locates the .dll files by looking in the directory of the .exe
files and in the directories listed in the PATH environment variable.

I missed one case: Windows first tries to look for .dll files in the current
working directory, then in the directory where the .exe file resides, then in
the directories listed in the PATH environment variable.
