In fact, you had reported this already in
https://lists.gnu.org/archive/html/bug-gettext/2019-04/msg00058.html, and I
had fixed it on 2019-05-01.

The only thing that was missing was a call to relocate():

-    bindir = BINDIR;
+    bindir = reloate (BINDIR);


Anyway, I handled this problem now in a better way than in 2019. Fixed through
