[bug #64444] Building from git should NOT install swig in /usr/local!

Follow-up Comment #3:

install-swig now installs a swig-forth (configured with
--program-suffix=-forth), so there's no conflict.  You can pass additional
configure switches like --no-sudo --prefix=$HOME/bin or such to get it to
install somewhere else without sudo.
