Compiling problem

I've updated all software for what is recommended to compile the
glibc2.2.3 library.  When I try to compile I get the following error:

/usr/src/glibc-build/elf/ld-linux.so.2 --library-path
/usr/src/glibc-build/sunrpc/rpcgen -Y `gcc -print-file-name=cpp | sed
's|/cpp$||'` -c rpcsvc/bootparam_prot.x -o
cannot find C preprocessor: cpp/cpp 
/usr/src/glibc-build/sunrpc/rpcgen: C preprocessor failed with exit code 1
make[2]: *** [/usr/src/glibc-build/sunrpc/xbootparam_prot.stmp] Error 1
make[2]: Leaving directory `/usr/src/glibc-2.2.3/sunrpc'
make[1]: *** [sunrpc/others] Error 2
make[1]: Leaving directory `/usr/src/glibc-2.2.3'
make: *** [all] Error 2

Is this a compiler problem? I'm assuming something isn't set up quite
right on my system.  Any suggestions?  Thancks in advance.
