the latest autotools

Hi,
I would like to change the installation destination of gtags.el
from '$(datadir)/gtags' to emacs site lisp directory for user's
convenience.

To do the job, I would like to use AM_PATH_LISPDIR macro in recent
automake. On this occasion, I would like to take the lastest
autotools as a base of development.

        automake        1.9.3
        autoconf        2.59

Any objection? Is some time necessary?
