The purpose is to record the version of tools.
It is convenient for trouble investigation.

Flex seems not to leave the version number anywhere.

In addition, since most package system doesn't include source files,
we cannot investigate the version of tools without 'TOOLS' file.

I would like to make the build procedure of GLOBAL like follows:
1. Reconf.sh script generates 'TOOLS' file automatically.
2. 'make install' copies 'TOOLS' file into '/usr/local/share/gtags'.
