how to stop submitter getting email upon any PR change?

This is not a bug question but apparently this list
answers plain questions too?

We have all our PRs entered by a secretary, she
has no reason to get e-mails everytime a PR state
changes. I read in a gnats how-to that
there are two fields that the user can set
in the 'config' file of boolean type called NOTIFY
and ACKNOWLEDGE but from what I've read setting those to 0
will not stop these emails going to the submitter:
(One allows the time triggered email when the state
doesn't get set to analysed in time, the other toggles the
one time mail to the originator at PR creation.)

In short, how can I set gnats/tkgnats not to
e-mail the originator/submitter upon each change to a
PR but only email the 'responsible'?

I suspect that the value of X-GNATS-Notify in the PR is what's used
to send the email, would that mean I'd have to edit all
the old PRs to remove the submitters email address even
if there's a configuration flag I can change in gnats
to stop new trs from having the X-GNATS-Notify being
set?

I've also noted that the secretaries entry in the
submitter file looks like:

klj:Karen Jones:klj@abc.edu

but the template in the comment says

submitter:full submitter name:type:response-time:contact:notify-others

so I'm also wondering if that should really be

klj:Karen Jones::-1:gnats-admin:

since I don't want response time used and I don't care about 'type'
and to avoid the email (note last field is empty)

ps. running tkgnats 3.0.13 and gnats 3.111

thanks,
Mark
